About District 13

St. Tammany Fire District No. 13 — the "Goodbee Fire Department" — is an all-hazards response agency providing fire protection, emergency medical services, hazardous materials response, and multi-faceted rescue capabilities. The district was established through the redistricting of Fire Protection District No. 2 by Ordinance No. 88-949, adopted on June 16, 1988, by the parish council. Originally, District No. 2 covered all of Ward 1; the 1988 ordinance split it into District No. 2 (the southern portion) and District No. 13 (the northern portion). District 13 has served the Goodbee community for over 35 years.

District 13 covers approximately 30 square miles of the northern portion of Ward 1 in western St. Tammany Parish — all areas north of Interstate 12, including I-12 itself — from Hwy 21 westward to the parish line, serving a growing population of residents.

The department operates four fire stations staffed by a full-time Fire Chief, three District Chiefs, a Training Officer, a Fire Prevention Officer, nine Captains, twenty Fire Equipment Operators, nine Firefighters, and administrative staff.

District 13 trains regularly with neighboring departments at Fire District 4's (Mandeville) training facility and maintains mutual aid agreements with Fire District 2 (Madisonville), Fire District 5 (Folsom), and the City of Covington — all of which border District 13.

Board of Commissioners

Fire Protection District No. 13 is governed by a five-member Board of Commissioners — four nominated and appointed by the Parish Council and one nominated and appointed by the Parish President. The board oversees the financial, operational, and administrative functions of the district.

Annual budget overview, revenue sources, and how your tax dollars fund fire protection in our community.

How We're Funded: Primarily Through Property Taxes

Fire protection districts in Louisiana, including ours, are funded primarily through ad valorem taxes — a type of property tax based on the assessed value of real estate within the district.

The majority of our operating budget comes from a dedicated millage rate approved by voters.
We do not receive revenue from local sales taxes.

In addition to property taxes, we may receive limited funding from other sources such as:

  • EMS reimbursements (e.g., for ambulance services)
  • Grants
  • Service fees or intergovernmental agreements
  • Insurance rebates or special programs

Ad valorem taxes provide a reliable and stable funding base, allowing us to:

Staff stations and respond to emergencies
Maintain and replace equipment
Provide fire prevention programs
Operate with long-term financial sustainability

Understanding Millages, Property Values & Tax Changes

In Louisiana, fire protection districts are funded by millages — which are not fixed dollar amounts, but percent-based tax rates applied to the assessed value of your property.

What is a Millage?

A millage is a tax rate. One mill equals one-tenth of one percent (0.001) of a property's assessed value.

Example: If your home is assessed at $100,000 and the fire district's rate is 10 mills, your annual fire tax would be $1,000.

Property Reassessment Every 4 Years

Parish assessors in Louisiana are required by law to reassess property values every four years. When this happens:

  • The assessed value of your property may increase or decrease based on market trends.
  • However, the millage rate itself does not automatically change due to reassessment.

What Does "Rolling Forward" Mean?

After reassessments, taxing bodies like fire districts must decide whether to:

  • Roll back the millage — reduce the rate to keep overall tax revenue neutral, or
  • Roll forward — maintain the original, voter-approved millage rate
Rolling forward is not a new tax or a rate increase.

It simply preserves the existing rate that was already approved by voters. If your tax bill increases, it is due to the increase in your property's assessed value — not because the district raised the rate.

Public Accountability

  • All millages must be approved by voters.
  • Any decision to roll forward requires public notice and a public hearing, in compliance with Louisiana law.
  • Fire protection districts cannot increase their millage rates beyond what was authorized without a new vote.

Summary

Millages are percentages of property value.
Property values are reassessed every four years.
Rolling forward keeps the voter-approved rate in place — it does not increase the rate.
Any increase in your bill is due to higher assessed property values, not a tax rate change.

Fire Safety & Prevention

Protecting your family starts at home. Review these life-saving tips from your Goodbee firefighters.

Smoke Detectors

  • Install smoke detectors on every level of your home and in every bedroom.
  • Test detectors monthly by pressing the test button.
  • Replace batteries at least once a year — a good reminder is when you change your clocks.
  • Replace the entire detector every 10 years.
  • Never disable a smoke detector because of nuisance alarms.

Escape Planning

  • Create a home fire escape plan with two ways out of every room.
  • Practice your escape plan with your family at least twice a year.
  • Designate a meeting spot outside your home (mailbox, tree, neighbor's driveway).
  • Once out, stay out. Never go back inside a burning building.
  • If there is smoke, get low and go — crawl under the smoke to safety.

Outdoor Burning Safety

  • Always check for parish burn bans before burning outdoors.
  • Keep fires at least 25 feet from structures and vegetation.
  • Never leave a fire unattended.
  • Have a water source or fire extinguisher nearby.
  • Do not burn on windy days or when conditions are dry.

Kitchen Fire Prevention

  • Never leave cooking unattended — this is the #1 cause of house fires.
  • Keep flammable materials (towels, paper, curtains) away from the stove.
  • If a grease fire starts, cover the pan with a lid — never use water.
  • Keep a fire extinguisher in your kitchen and know how to use it.
  • Turn pot handles inward to prevent accidental spills.

Space Heater Safety

  • Keep space heaters at least 3 feet from anything that can burn.
  • Plug heaters directly into a wall outlet — never use an extension cord.
  • Turn off heaters when leaving the room or going to sleep.
  • Choose heaters with automatic shut-off features.
  • Never use an oven or stovetop to heat your home.

When to Call 911

  • Any fire, no matter how small — get out first, then call.
  • Medical emergencies — chest pain, difficulty breathing, severe bleeding, unresponsiveness.
  • Smell of gas or a hazardous material spill.
  • Vehicle accidents with injuries or entrapment.
  • When in doubt, call — we would rather respond and not be needed than not be called at all.

Operation Save-A-Life

“Operation Save-A-Life” is a statewide Louisiana initiative created to combat the rise in fire-related injuries and deaths due to home fires. The goal is to dramatically reduce these tragedies across the State of Louisiana by providing smoke alarms to vulnerable citizens and at-risk communities with the help of your local fire department.

Part-Time Firefighter

District 13 employs 38 part-time paid firefighters—nine Captains, twenty Fire Equipment Operators, and nine Firefighters—who staff our four stations. We are regularly accepting applications for part-time firefighter positions.

Requirements

  • Must be at least 18 years old
  • Valid Louisiana driver's license
  • Firefighter I certification (or ability to obtain)
  • EMT certification preferred
  • Ability to pass physical agility test and background check
